CPA Articles Prioritize Housing and Historic Preservation for 250th Anniversary

Key Points

  • Articles 24-28 allocate CPA funds for town-wide projects
  • Funds support affordable housing, recreation, and open space
  • Historic preservation projects are a priority for the town's 250th anniversary
  • CPA projects are funded via a tax surcharge rather than the general budget

Articles 24 through 28 cover the annual allocations from the Community Preservation Act (CPA) fund, which supports housing, recreation, open space, and historic preservation. Town Administrator Robert L. Whritenour noted that these funds are essential for projects that might otherwise be cut from the general budget during fiscal emergencies.

Whritenour emphasized that the CPA surcharge allows the town to invest in long-term community character. The community preservation is geared towards areas such as open space, recreation, affordable housing, historic preservation... they just wouldn't be able to compete in a normal budget for the emergencies that we have in education, police, fire, DPW, he explained.

A major focus this year is historic preservation as the town prepares for its 250th anniversary in 2026. This includes significant work at Thatcher Park. The articles also include a revenue update (Article 24) and specific funding for affordable housing initiatives, which have remained a priority for the Planning Board and Select Board in recent years.
