The Mattacheese Utilization Committee narrowed the future of the Higgins Crowell Road site to three primary redevelopment scenarios on Thursday, specifically adjusting plans to preserve green space and accommodate a potential new elementary school. The decision marks a critical step toward transforming the aging middle school property into a mix of regional recreation and residential housing, supported by a $200,000 Mass Development site readiness grant. The committee’s selection of Alternatives A, B, and a modified C2 will serve as the foundation for a final recommendation to the Select Board in May.

The committee’s deliberations were shaped by feedback from town departments regarding the logistical impact of a 100,000-square-foot sports complex. Town Planner Kathy Williams reported that internal reviews by the Fire and Police departments raised red flags regarding operations, staffing impacts for events, and traffic control. Additionally, the Water Department requested a dedicated sidewalk on Chickadee Lane to accommodate large municipal vehicles. Williams noted that as the project moves into formal design, significant zoning changes will be required to facilitate the density and uses proposed.

Housing density emerged as a point of contention among committee members. The group ultimately rejected a high-density 108-unit option in favor of more moderate plans. Barbara Lavoy argued for the preservation of flexibility, stating, I think we have to have B because of the school. I like A, B, and C2. C1 has too much housing at 108 units. The committee specifically moved to modify Concept C2 by removing four housing lots along Higgins Crowell Road to ensure a green buffer for the neighborhood. Member John Anderson supported the selection, noting that C2 gives a different option for the housing location compared to the other remaining alternatives.

The committee also explored the site’s potential to host a permanent Hall of Fame for the Cape Cod Baseball League (CCBL). Chair Sharon White reported that the league has been seeking a home since 2015, suggesting that it would be wonderful if a developer could provide space for them; it would be a great draw for the Mid-Cape. While members agreed it was too early to dictate specific tenants, Lindsay Petro suggested the report should include a blip to inform developers of the interest. Amy Frigulietti of the Town Administrator’s office added that the next phase of consulting will include interviews with the Chamber and others, which might bring these interests to light.

Financial and environmental considerations regarding the existing solar array also sparked debate. With the current ground-mounted solar lease potentially expiring in 2033, the committee discussed whether to clear the land for more immediate development. We are a green community, Lindsay Petro noted. We should set the expectation for renewable energy, but we shouldn't crowd the drawings with the current solar field if it's due to expire in six years. Andrew Leard urged the committee to remain focused on the broader vision rather than technical siting, arguing, We should present the configurations that make sense and let the planners and developers figure out the exact siting.

Public interest in the project remains high, with neighbors from Benjamin Way questioning the finality of the committee’s work. Paul and Joona, local residents, asked whether the town or the board would have the final vote, expressing that they really just want to research and do our homework. White clarified that the Select Board will have the final say, but promised continued public podium time. Motion Made by A.
